When it came time to replace my shared fence my neighbor wanted a upgraded. He agreed to buy the fence if I did the install. It worked out for both of us.

Are you sure the fence is even yours at all? For example, my parents live in McKinney. They have a 3 ft retaining wall across the entire back side of the backyard. On top of that is a 6 ft, builder grade fence. They hate the fence, and want to do a BOB fence. However, turns out the fence isn't theirs at all... The fence sits on top of this retaining wall, and the land up to and including the wall belongs to their neighbors behind them according to the survey.

So even if they wanted to pay for a replacement, it isn't their call.

A 'new' fence is not going to 'solve' this unless it is foot-thick concrete and 10ft high; dogs will still be able to hear and smell thru 'new' wood fence.

Obviously... However, it is less distracting for my dogs when they can't see the dogs on the other side.

I thought it was the neighbor's "mutts" who harassed your dogs when they could see them through the fence.
