I'm on my HOA board and our CCRs ban fowl. We discussed this and the proposed law as written did not apply to HOAs and we could continue to enforce our CCRs and prohibit any chickens regardless of what the city is forced to require.

I figured dogs would be more expensive. My bird doesn't need to be groomed. We also trim his nails ourselves. Vet costs for dogs is probably more due to vaccines, right? I'll admit we don't take our bird yearly because he's never around other birds and because they don't have vaccines. Birds don't need their teeth cleaned either. Bird cages can be really pricey depending on material and size, but dogs usually require crates and beds and sometimes gates in the house.

And obviously dogs eat way more food than birds. You could skimp and get the cheaper, unhealthy food that probably doesn't cost as much but I'm assuming most CDers get the good stuff.
