Question Foundation concern

We live in the south Plano area. Our neighbor's home is a bit higher than ours, so some storm drainage accumulates in a low spot against our house. Now he has a pool drain that drains out his fence and fills the low spot further.
How serious a concern is this to me?

You'd want to channel the water away from your home. While it's nice to have your neighbor providing free ground water, you'd want it applied evenly around the foundation.

Make sure he does not have a salt water pool, or your grass may get quite unhappy after a while....

Actually your neighbor can not drain water onto your property. The city can get onto them for that and so can your HOA if you have one. The city can make them put in a french drain or other drainage system to make the water drain away from their property but not onto someone elses. That is a BIG no-no. As for your already low spot you can put in a french drain yourself. You do NOT want water ponding next to your foundation at all. If the spot is somewhat in the middle between the two then you could possible split the costs of a french drain. But seeing that his property is higher and he has a drain that purposely drains onto your property............ I'd call the city.
