I agree with that, but you just don't hear that phrase much anymore -- perhaps because it only exists in a few places in the 21st century -- HPISD being one of them.

Lakewooder, I enjoy your posts, but if you're going to allege that HP practices institutional racism, I wish you would cite specific history rather than just rolling out the concept. I expect more of you Lakewooder!

Are you serious? When Highland Park was founded, there were deeds that said that no home could be sold to any non-white individual. Of course, after the Fair Housing Acts of the 1960's, these practices became illegal, but that doesn't mean that owners and realtors alike weren't selective about who bought into the neighborhood.
Still, the area continues to be predominately white, not attracting a proportionate (relative to Dallas ethnic minority population) number of visible minorities. The same can be arguably said for University Park and Preston Hollow.
Again, I question why some on this board are so quick to bash West Plano, and other "nouveau riche" communities of north Dallas when it's clear that the social dynamics of places like the Park Cities are not exactly welcoming to non-whites and never have been.
