What the state should do is abolish the former Dallas ISD district and then redraw school district boundaries so that all of the City of Dallas (as well as all of Hutchins, Wilmer, Addison, and Cockrell Hill) is in the district for the *new* Dallas ISD.
The new DISD would have recall provisions and other measures to prevent corruption. Board members may be recalled, and the superintendent may be recalled in a popular election. The administration officials would only be allowed pay raises if the district is financially healthy. Automatic pay cuts for administrators ONLY (incl. the superintendent) occur if the district's finances are in trouble.
The small bit of Dallas that is currently in Highland Park ISD would now pay taxes to DISD, but residents have the option of sending kids to either district. HPISD must treat kids in this section of Dallas as like they are in district. Also the bit of HP that is in DISD now will instead be in HPISD.
Also HPISD and DISD would have a special relationship; some slots at HP High would be available for kids who can transfer from DISD. However they have to be interviewed and accepted by the school. HP kids could attend DISD magnets if they wish.

Don Venable, former trustee, is working on this...there is a lot going on behind the scenes to stop this arrogant board and administration. I think we shall soon be rid of them. If not, attrition will take care of them before too long.
Vicman you always have visionary posts about education both here and on dallasmetropolis. But I think you may be a bit out of touch if you think HPISD is going to allow minority children from DISD inside their schools...

it is not "minorty" children that would be prevented from transferring to HPISD--ANY DISD student would be looked at askance....
and rightly so
why should HPISD be forced to take care of DISD problems
that is really passing the buck by the voters/admin of DISD---
It just boggles the mind that TEA can be so intrusive when there is NO need and yet ignore illegal activities that are so well-documented and egregious...

Let me get this straight, and I know I am coming in on the tail end of this, but anytime someone does something corrupt, you gotta find how it benefits them. So, by hiring these illegals, giving them fake SSN's, is the governmental agency paying them less so that they will be under budget?
Then there is the coverup.
I know you people are wondering about accountablility. I applaud you for raising the issue and keeping it out front.
It seems like only places like Chicago (and their indicted governor) get the big attention because the media loves it. But, your problem, and the problems in South Carolina are ignored by big time media because it does not sell, and no one cares except the victims.
