You could do it, but you would have very little money left over for extras or emergencies. Honestly, I'd say you'd need $35k annually to be comfortable. If you could get a part-time job, that would help.

Tyler is only an hour away from Palestine from where your inlaws want to live and Tyler is a good sized city with many amenities to ponder living in. I am sure that Tyler too would have some stables to keep your daughter's horse too as well.

You could get a job with the central appraisal office and too, being that you are both teachers, it could provide you a way to stay there for a long time.

The downside is that there is lots of poverty in East Texas, plus jobs are not going to readily be avaliable on a big pay scale like you could get living in Dallas.

I think sometimes, small town life can take a bit of adjusting too but you probably would enjoy it if your kids are happy.
