Hi, I moved here from PR on April, and requested a TX Licence on April 9 in the Mckinney office I turn down my PR Licence in order to get the TX licence... its been more than a month and I havent received the new card...it is normal that more than 4 weeks has passed and the card has not show yet?

Under normal circumstances you should have gotten it by now. Does PR mean Puerto Rico? I'm not sure if that would have something to do with it. What were you told? We got ours in the mail about 10 days to 2 weeks later.

yes PR is Puerto Rico., actually the lady told me it will take 4 to 6 weeks,, but I have been asking around and everybody got theirs in less than 3 weeks... even if the licence is from PR

Not sure if you got your license yet or not, but it looks like the Driver's License Bureau is transitioning to a new system, and licenses are delayed:

Texas Department of Public Safety - Courtesy, Service, Protection (http://www.txdps.state.tx.us/administration/driver_licensing_control/customerservice.htm - broken link)

I moved here in November of 2006 and I still have my Florida Drivers license! I dont understand why they dont just print you a license at the DMV place. In Florida you go in there take your picture and 5 minutes later you walk otu with a license. I travel a lot for work and can;t be without my ID for a week. Thats why I havent gone to get a TExas license yet.

By the way I lived in PR for two years in Rio Piedras. I loved it there.

The DPS license-in-the-mail procedure is a serious security hazard.

"Let's send a person's single most important piece of personal identification via the US Mail. Nobody would EVER think of stealing it out of someone's mailbox in an attempt to use it fraudulently."

Mine arrived at the end of the 4th week. Anyway, you can drive with that paper DMV gave you, saying you approved.

I went to the downtown location April 13th and still have not received my new TDL. I'v had a TDL since 1983 from the city of Houston. I think the delay might be due to the new driver license design.
