Which southeastern portions are you referring to? Ferris, Hutchins, Seagoville?

So the thought is the "South Will Rise Again?"

G.R. -- We have both been around the block and Dallas for a while, now. We know the game. IF the business folks do come back South -- it will be with a bulldozer and run the existing locals out.

And that is a Might Big IF.

Otherwise the trendline of most cities - metro areas (unless they are up against the ocean or other limits) are to abandon and move on -- Detroit, Philly, St. Louis (on and on). Ghost towns and Donuts Holes exist for a reason.

"Dallas" will just keep moving North, and a little East and a little West, until Dallas proper is just old empty area that "no one really goes there anymore."

Yes this is the only area of Dallas that has raw land close to 635. You can only go north for so long. At some point folks will not be willing to make that long commute. The area around Seagoville has plenty of raw land and it is fairly close. Not sure if development will ever hit that area. The area around Fair Park I do believe is ready for development. If the Cowboy's stadium would have been built at the old Cotton Bowl location the schedule would have been pushed up by 15 years. The whole area is gonna get bulldozed and redeveloped for the well to do. The State Fair will be the only thing that survives I predict.
