My first choice would be Plano because of the school system, Allen which is just to the north might be worth looking into. If you want a little longer commute, McKinney, shorter route Richardson. Best city for value, taxes government is Plano, Allen has newer homes, Frisco is nice and upcoming but farthur away, Richardson a little older. Moved here from Atlanta and traffic is considerably better at all hours anywhere in DFW. Upscale area would be West Plano but it would make your commute a little longer. Most of these areas except McKinney mostly have small lots with community parkland nearby. Since you mentioned being black I can only say since moving here I haven't heard of racism toward blacks, have heard some comments about female asian drivers and traffic jams around Mosques but nothing bitter. I would use the internet to find out more about these cities depending upon your preferences.

I would suggest Murphy or Wylie. We have been in the Wylie ISD for 9 years now and have no issues. I commuted to 635 and the toll way for years and it only took me around 35/40 in rush hour and about 45 minutes taking city streets no highways. Part of Murphy is Wylie ISD and the other part is Plano ISD you could also check out Sachse as long as your in Collin county it is Wylie ISD as well.
