It's not selective reading. DISD has a bad reputation and much of it is not unfounded. Here is an article from 2 years ago:

It's troubling that the six cities with higher dropout rates than Dallas were smaller cities with populations under 1 million. The rate has been improving, but lets not pretend that people's fears of the school district are unfounded and somehow a form of "northern suburbs elitism".
