Recently I've been looking into purchasing a very inexpensive house (as in, less than $40k) to fix up and eventually move into. I have a good handle on the Dayton area real estate market, but I would like some additional insight. Below are my initial thoughts about how New Carlisle has and has not met my wish list. It has a lot of what I would like, but yet falls short in some areas. Please help me out!
I'm looking for:
1. Walkability or Bikeability - New Carlisle lacks congestion, making it easy to bike.
2. Safety - Drove around Huffman the other day - was hoping it would be in better shape but it was too rough for my friend who would be moving in with me. New Carlisle at least feels safer
3. Housing Selection - New Carlisle has a decent selection of houses under $40k
4. Young Population - New Carlisle does not have this. When I say young, I mean single under 30.
5. Resale Value - New Carlisle's renovated houses appear to have fairly good resale value (70-80k).
6. Nightlife - New Carlisle has some hole-in-the-wall bars which aren't exactly what I'm looking for. I also feel it would be a lot harder for a young urban professional to get involved here as opposed to South Park, Wright-Dunbar, or St. Anne's Hill
7. Access to the Greater Dayton Bike Trails system - New Carlisle is not on the trail system, although there is a nice 2-mile trail in town.
8. Public Transportation - I will admit I am not the best with buses in general, but I feel like I would at least make an effort to use them if I lived in Dayton, Trotwood, West Carrollton, etc. New Carlisle does not have a bus system.
9. Shopping - New Carlisle's stores can meet my day-to-day needs, but I would have to get in a car and drive to get to a mall or any nicer stores.
10. Dayton North location - Since it is relatively easy to commute in the Dayton area, my search is open to any point north of south Kettering, east of Trotwood, west of Enon, and south of Troy. I would prefer to stay closer to Vandalia, but being on top of Vandalia is not a necessity.
11. Community amenities - New Carlisle has a nice library, gym, parks, quirky restaurants and stores, culture, and civic organizations. I would like comparable or better.

The main issue with identifying such affordable housing near a major population center like Dayton is finding a house that is in an area that isn't unsafe to live in. IE - it's easy to find a cheap house in a small town 50+ miles from the nearest large city, where there is very low crime. It's a lot harder to do this in and around a city the size of Dayton. Around Dayton, < 40K usually indicates slum and/or unsafe or deteriorating neighborhood conditions. In New Carlisle, apparently, you can find a house in this range in a neighborhood that is reasonably safe.
Dayton is surrounded by small burgs that fit your parameters. Dayton is fairly well blessed with a belt of affordable small towns not really far out of the city.
The access to amenities is what you are sacrificing. If you want the amenities and cheapness, IE, you want to be 10 minutes or less from mall shopping and nightclubs, then you are in some of the worst neighborhoods that Dayton (or Columbus, or Cincinnati, etc) has to offer and your investment is not really safe.

When people were asking about affordable housing last year, I had seen that there were over 100 houses in Kettering under $35,000 at the time that were for sale, which I assume were from people who used to work at the GM plant, moved, and don't want a total loss on their house. Because of the Kettering Rec Center, younger families have been moving from other parts of the area to there, so I think that there is probably some resale market if the house doesn't appear to be neglected.

^I looked through some Kettering listings on Zillow. There are a lot of good possibilities there, although the houses are very scattered.
Ohioan58, that makes a lot of sense. That is kinda what I was finding - New Carlisle was super cheap due to its isolation, while nearby communities like Tipp City and Troy were substantially more expensive. Besides the better brand reputation of these towns, probably their connection to the interstate helps boost property values.
Some Kettering properties seem to buck the trend, and they seem comparable to what I could find in New Carlisle (which I think is bizarre). I found a house for $35k within walking distance to the Greene - what? Anyways, a purchase probably won't be coming for a while, because I need time to renovate this house.

Kettering would be a really good choice if you want accessibility and reasonably low crime (probably just minor property crime and vandalism and the like in Kettering). Kettering has several demographic pockets. The hilly areas to the west of Far Hills are wealthier and older. The stuff in Kettering's far south bordering Washington Township are newer and more expensive. The area of northern Kettering along and around Wilmington Pike and Marshall Road is older, what some on Urbanohio.com call "first ring suburbia" dating from the 1920s and 30s. There are some older residential pockets around there that are probably quite safe, will eventually pick up in time, but which are pretty cheaply priced right now.
The idea of Kettering brings up an interesting thought: compare the inexpensive neighborhood in Kettering to the inexpensive neighborhood in New Carlisle. It is probably the case that they're quite similar. And Kettering will have a lot more amenities - better libraries and parks, etc.

^That's a good idea - I will give that a shot. I've been trying to do that by using Walkscore, but often it counts irrelevant business for some services (ex - Family Dollar for a grocery store) while missing other businesses which clearly fit a category (ex - a Walkscore search on downtown Troy will result in "no bookstores", even though there is a great used bookstore right on the square).
Visiting the neighborhoods and doing a more thorough analysis of the services offered would be a good idea. I might even throw the bike in the trunk, park the car, and see where I can easily go! Now I can't wait for spring....

New Carlisle would be a tough sell. It's really not close enough for someone working in the immediate Dayton area, unless they wanted to live in the country and were accustomed to long drives. A better bet might be Enon, with its proximity to Beavercreek & Fairfield Commons, and Bechtle Ave in Springfield. New Carlisle only has decent proximity to Springfield, which is much less attractive to a potential commuter.

Not to your exact point, but a house in a small rural town or outlying area can be murder to sell in a bad economy. Houses in close in suburbs are more of a commodity and tend to be sold more quickly and have a LOT more value as investment property, if the neighborhood goes to rentals.
It can be the case that nobody knows what to make of an occasional house for sale in a New Carlisle type town because the resale statistics are sketchy.
