You are thinking of "Wright-Dunbar" (I think this used to be called Five Points in the past). That neighborhood has been substantially rebuilt and is one of the few urban redevelopment sucess stories in Dayton in that they pretty much executed the plan.

The neighborhood was like something out of Detroit before the redevelopment started..the contrast with now is like night and day.

If I recall correctly, the original national park proposal included the strip of West Third street between Willaims street and Summit/Paul Dunbar street. That probably generated some serious interest 'way back when.
