It's amazing how long these issues were able to persist, and the fact that virtually nothing was done by the police, animal resources, or anyone to prevent it. Hopefully this will get some people looking at our current animal regulations.

Not having a paid subscription, this is pure guesswork.
If she did actually have 50 cats in there (or even 20), she was probably in a very tight situation if she couldn't possibly let them out without a chance the dogs would get them. We might even assume that some were cats with kittens. Let's assume she more or less took in strays and cast offs with a hope of finding homes for them.
Strays especially could be allowed to run most of the time as long as they were fed, just not in zero temperatures. However, with dogs loose next door, it wouldn't be the best of ideas.
The first question not answered (maybe it's behind the paywall) is why did she throw on a coat that morning and go out in the bitter cold?
