During winter months when there is snow on the ground, are the area bike trails open for cross country skiing?

There isn't reliably enough snow on the ground to do so - after most snow storms blow through, the trails and roads are clear within a couple days (the big snow piles in parking lots will remain somewhat longer of course).

Got it. So snow isn't on the ground or packed for weeks on end, I guess. It's more of a freeze/thaw cycle?

I've seen it done, but the conditions rarely permit a good run nor do the conditions stay optimum for long, as has been said. If you can do it, it probably wouldn't be a long distance before you get to an area with poor conditions.
