Legend probalby means, "You're (you are) right.." Contractions can be very confusing for some native English speakers on both sides of the pond, I've found.

7th Most Criminal State: Delaware

Delaware, the second-smallest state in the U.S. after Rhode Island, saw the biggest fall from grace of any state in 2010, dropping 10 spots down the list to become the state with the seventh-highest incidence of violent crime in 2009. The jury is out on exactly what accounted for the change, but a new bill in the Delaware House of Representatives may help clarify what is cause and what is cure.

A higher percentage of Wilmington residents are victims of violent crime versus Baltimore. Wilmington doesn't look bad because it's a low tax state so there aren't as many abandoned buildings.

We were talking about Bear, not Wilmington.

That said, it is my understanding that in both cities, the overwhelming majority of violent crime victims are involved in the drug trade.
