Newark to Center City is 40 miles, so if you back out of your driveway at 60 mph, maintain that speed while hitting no lights or traffic before screeching into an open parking space space right in front of your friend's house in CC, that would be 40 minutes. Realistically, however, Newark to Philly is typically about one hour.

Hopefully, you will have time to visit the area before moving. If so, why not try the commute to Columbia one morning then try the drive in the other direction to Center City? This would be a test of how you would feel about making these trips on a regular basis before plopping money down on a place to live.

Who in Delaware drives 60 mph? On 95 or 495, most people are doing a minimum of 75.

Good point

Except when they are crawling along due to back-ups. I would give an hour from Newark to Philly as the norm. As they say, mileage may vary.
