at approximately what time does I-95 become a parking lot in Delaware on both Fridays and Saturdays. I am coming from northern NJ and want to try to avoid as much traffic as possible. My two options would be 1. passing through Delaware around 2pm on a Friday or 2) passsing though Delaware around 9:15am on a Saturday.

I would pick Saturday morning, even though many summer rentals are from Saturday to Saturday, and I would try to hit the area as early as possible.

if you have to, 2pm on friday won't be that bad...and since you're coming from NJ, you won't have to sit in the Wilmington traffic. there might be some traffic at the Rt 1/7 ramps, but it clears through pretty quickly. the longest i've sat in traffic there on a friday at 5pm is 10 minutes.

I guess you won't be near Dover, will you?
This Friday, Saturday, and Sunday is the Firefly Festival at Dover Downs - 40,000+ people will converge here, coming from everywhere. Hotels/motels have been booked for weeks.

are there any backroads to avoid the tolls. According to what I read the backups occur near the tollbooths. I have no problem paying tolls and I would rather pay tolls if it will save me time. Any suggestions. (also this is not for this weekend). It is for next weekend. not sure if there are any major events then. I am heading to Baltimore.

Can't avoid the toll on the Del Memorial Bridge...I think its $3. Also there is a toll to get out of NJ on the Turnpike. To avoid paying the toll entering into MD, take Exit 1B to 896 towards Newark/University of DE. Make a left onto Rt 4 by the TGIFridays. Make a left onto Elkton-Newark Rd Rt 279. Take the on-ramp for 95S towards Baltimore. It doesn't take much longer and you avoid the $4 toll.

Depending on where in Baltimore, expect more tolls once you're there. ex: Harbor Tunnel

On your way back, theres a $6 toll in Perryville, MD that as far as I know is unavoidable. To avoid the $4 toll again entering DE, take exit 109 towards Newark to Rt 279. Then turn right onto Rt 4, then right onto 896, then merge onto 95N from 896.

I was going to warn you about beach traffic (the only really bad traffic I've been in in Delaware), but no idea about Firefly.

To clarify, both tunnels in Baltimore is $3.00.

Do you have EZ pass? If so, you won't have any toll back-up. Either time you mention should be fairly light on traffic.
