Here's my question. Do you HAVE to have a DE license to be considered a DE resident? We're a military family so my car/tags are registered in another state and will remain in that state because we'll be moving back there shortly. No point in switching to DE and then switching back over when I move again. However, I've been living in DE for a while and have my lease to prove it - since I don't have a DE license, will I have to pay the taxes that I would normally pay in my previous city and state or would my lease as proof of me living here for a while be sufficient enough?

If you wish your car to be tagged in your home state you will have to pay taxes and pass their inspection. Is there not someone on the base whose job it is to answer relocation questions?

Well, I'm not on a base right now, being in DE is temporary but found out I can't register in the state we're stationed at anyway since I technically don't have an address there right now. They don't have inspections btw. I guess I'll just have to wait until I move back there to purchase it :/

Yeah wait to purchase it once you have an address, or if it's within 60 days you'll be fine. Law usually gives you 60 days to register a vehicle after you purchase it, depending on where and who you buy it from. If you buy from a dealer they will take care of that for you, if it's private seller then it's on you.
