As someone who is not from the area, I would be MORE likely to visit if I knew panhandlers were getting arrested rather than just pushed to another area. My idea of progress is not "progressive ideas", if you know what I mean.

Vagrancy laws were ruled unconstitutional decades ago. Unless a person begging is also engaging in some sort of illegal conduct, they are completely within their rights. It may annoy you. You might not like the teachings of a particular 1st Century Jewish rabbi relevant to this matter either.
