Sussex County does not regulate they leave it up to the developers who surely have the public's best interest at heart.
Over the years I have seen MUCH improvement on roads with storm water flooding problems. But then along comes a new development or golf course and we have more road flooding problems.
I do question how any government body can be held responsible for flooding along rivers and bays with low lying land. Of course they could refuse to give building permits.BUT then the developers would not get their big bucks for water front land and the county would not get from the land,
