They'll be moving on in starting 9/27, as they do twice/year, every year.
The sport is showing some declining attendance, but still, Dover will be busy and vacationers should be aware of what's going on, if you're on the way to the beach! I've heard they have 3,500 RV spaces available and/or rented.

Will most of the traffic from the North be on Rts 1 and 13??? Guess so, huh?

Don't freak out. Yes, the traffic will be in North Dover, on Rt. 13, in front of Dover Downs and immediate roads around that area. However, timing is everything. The "big" Nascar Race is Sunday, and the congestion around that area will probably start Friday. There's a Friday night race, and a Saturday one. If you're heading south to the beach area, just don't get off Rt. 1 until you're south of Dover (the last exit to Coastal Hwy. and the beach area). You should be fine, except for all the beach traffic congestion around Little Heaven, which is south of Dover. But, you might hit it lucky! As said, it's all about timing. Crowds are declining for this twice/year race. Since they changed their racing format, the sport is dying. Beach traffic is slowly declining, but I still won't go near the beaches for my work other than on Monday afternoon, Tuesday, or Wednesday morning.
