Using Dover as a reference point, Baltimore is 104 miles away. Why would you travel two hours in an emergency?

If you mean transfers, yes Dover works with John Hopkins in that respect.

Having lived here more than 30 years, I know of lots of people who have used Johns Hopkins hospital, but as Charley has pointed out, for an emergency might be a bit difficult. I've heard of people being transferred by helicopter to Maryland (think it's the U of MD hospital in Baltimore that has the great trauma center) or the Philadelphia area trauma centers. I'd think anyone would have to be stablized locally first.

Julie1226 is on a distinguished road
I live in Dover and had to travel to Johns Hopkins weekly for chemo treatments. I have a rare cancer that had me reffered to JH. It is quite a drive...100 miles and it would take about 90-120 minutes.

As for emergency, if I wanted to avoid the 8 hour wait at Kent General, Christiana Hospital has a great trauma center and is only 45 minutes away. It is suppose to be a great hospital.
