Commuting from No. Del. to Dover is unrealistic. The highways are a moving parking lot. However if you both work from home a great deal, I would consider the Brandywine River area idea for you in PA. Possibly Chadds Ford or Mendenhall, both gorgeous, both reminiscent of the New England landscape. Another option would be Hockessin, DE.

togher is on a distinguished road
Odessa, Delaware on old Rt. 13 or Delaware city on Route 9. Both areas have history and Delaware City is off of the Delaware River where you can see Jersey. It has Pea Patch Island in its view a prison Island called the "Andersonville of the North" in the war between the states.
