Is it usual practice for DMV to send plates on a used car I've bought & driven away (a) back to the dealer or (b) to my home?

I bought it 2 weeks ago and they are still processing the change of title. I've already been to the DE DMV to get the application for title process started.

I was just told I either come back to the dealer (150 miles away) for the plates or pay $30 to get the plates posted to me.

Can't the DE DMV just send the plates direct to my house?

(by the way I paid a $200 registration and title fee and $299 documentary fee...)

On a used car or a registration switch when you appear at the DMV, they will process the switch and have you pick up the tags at the DMV

Any time I have bought a car from the dealer, the tags were sent directly to the dealer and I had to pick them up.

As far as the fees are concerned, the document fee sounds like a dealer fee...common practice and usually a deal breaker for me. They try to tack on more than $25 for handling the paperwork, then I'm out unless they lower it. If I am getting a loan through the dealer, I am not paying a cent...they get a loan origination fee from the lender that makes it worthwhile to find the loan for me. They can eat the cost to handle the paperwork.

I'd inquire with the dealer about that fee. And I'd talk to the salesman about sending you a priority mail envelope for $5 with the tag in it when it arrives on his cost...he made the deal and got paid the commission on the used car (more lucrative than a used car) let him eat the cost - $30 sounds like UPS or FedEx next day.
