In all the jails that I'm familiar with the resolution for a toothache is extraction. They don't do advanced restorations so no, getting arrested to get your dental work done is a pretty awful idea.
Have you checked with your employer to see if they offer dental insurance? The other possibility is get a second opinion and find a dentist who will work out a plan to do this work over a period of time that makes it affordable for you.
