Purch Cap Cost Adj .012130/kwh
Service & Facility (don't know if this is fixed amount, or what; on my bill it's $4.64)
and,
another Service & Facility (don't know if this is fixed amount, or what; on my bill it's $1.95)
There's also a "Renew. Energy Std Adj," on my bill, $0.57

So the billed amount for 219 kwh totals $29.42, or .134/kwh. Then add to that the Franchise Fee of 3% and sales tax (on my bill, adds another $2.14).

The actual .134/kwh is for first tier; I'm well below the threshold for 2nd tier.
