Yahoo maps does a pretty good job at showing municipal boundaries and you can zoom in and out all around the country. It's not perfect and sometimes shows a neighborhood as a different color even if in the same city or in no city at all.

When you're at further out zooms each municipality is a different color - and they are very accurate (except for some examples such as it not showing Castle Pines North). Zoom in more and it seems to want to give each neighborhood a different color even if in the same city - for example it shows Denver neighborhoods when you zoom in and Adams County neighborhoods but in Centennial for example it leaves it all as Centennial. This gets confusing as to what city if where. But it is nationwide and you can see the actual boundaries of small towns as well as big cities. Need to mix this with streetview and then it would be an awesome mapping program.

I found this map too that shows the boundaries but it doesn't give details. It is very easy to look at and see where places are:

You're probably right, and being free is necessary. Yeah I know, google doesn't for sure.

I just tried it again and it opened. It's a PDF color map. Go to www.drcog.org and search for 'Municipality Map'. You can also download shapefiles and such from there that have the boundaries.

I know this response is a little late, but here is an excellent source for Colorado maps. I knew it existed before, but I couldn't find it. You can customize the maps to show many different things, including municipal boundaries.
