The problem with the train to Santa fe (other than the Chicago thing) is that the train only goes to Lamy and then you need to hire the shuttle to take you to your hotel. If you are staying on the plaza in SF and just want to walk around that area then you don't really need a car. If you aren't staying at a plaza hotel and plan on staying out at a less expensive property on Cerrillos then you would need a car, public transportation in SF is ok but not great for someone who wants to be a tourist.

Personally I would drive, there is so much to experience in SF that would benefit from having a car.
