That would be RTD to Downtown Denver, and Greyhound to Craig.

I assume that you are probably looking for a shuttle or bus, but there are also plane flights into the Hayden airport, which is between Steamboat and Craig.

I could be wrong but I don't believe there are any public transportation options between Denver and Craig. Your only choice may be what others have mentioned - Greyhound or booking a flight between DIA and Yampa Valley Regional in Hayden. If you fly into Hayden you'll need to arrange transportation for the 20 mile trip to Craig.
