Apartment reviews do work somewhat. I moved into a place last year that had an 80% approval rating and everything was pretty good for a while. Then they had some personnel changes and rule changes and it really went down hill, within a 3 month period the ratings went down to about 45%. I can confirm that the issues people were posting on the ratings site were true also.

Then you'd have new people come in and post a positive review after like 1 month being there and not seeing any of the issues yet

A lot of the review are fake. There are some apartments that I know aren't very good, but yet they've gotten better ratings then some that are good. For example, my friend, moved into an apartment complex that didn't have good ratings at all. She hasn't had one problem. Not to say that all reviews are a 100% false, there are some real ones here and there. My suggestion is to scout the apartment complex for yourself, check out crime maps and all that stuff. Maybe, if you can, talk to some people that live there already.
