Well 5 bucks is a little high. . .some profit in there, but paying on a credit card vs a EFT from your bank isn't "free" i.e. the interchange fee (3% of transaction) goes to bank, visa/whatever

I would argue that VISA is right about this one. Its better to raise all your prices by enough to offset the credit card user prices. Carrying cash is a pain, and you don't want to incent it. Potentially thats easier for walmart than xcell?

I'm with you, I pay other bills with my debit card and they don't charge a fee. I use my checking account.

You aren't being charged to pay your bill. You are being charged to use a service to pay your bill in a particular way. That service is provided by a business. That company is in business to make a profit. Your choice is to pay the service fee or to pay your bill in a way that doesn't incur the charge.

The problem is retailers have always charged the same price for cash, check, and credit/debit cards. As a matter of fact, it used to violate the Merchant Agreement with the card processor to recoup those fees. Apparently times have changes and many consumers don't like it. Protest by not using your card for that service.
