sounds like anyone who puts their stuff in storage and then pays for it,then either moves to far away to deal with it or doesn't have a way to liquidate it for what value it has,is caught between a hard place and a rock,so the entities who surround your goods know that,and nobody steps up to offer a way out even if they could-won't and converge on your belongings like vultures in a feeding frenzy.
