If it is net it will be possible. I would recommend a roommate arrangement though through the university.

Denver apartments are not cheap. Even the worst areas of the metro area like West Aurora and Incorperated southern Adams County apartments will run around 600 dollars a month plus usually all utilities.

Nicer areas that are in high demand usually start around 800 dollars a month.

No!
Room (Denver rentals are high and moving up)
Food (Denver costs are above USA average)
Miscellaneous

The official Poverty Threshold in the USA is $11,490. Or $957/month.

You will need to rent a room, not an apartment.
You will need to shop frugally for groceries.

There are tax credit apartments downtown that include utilities. I've stumbled on to them during our search. I still don't think you could live off 1300 a month. Get a part time job, along with the assistantship type gig? There's always student loans as well.

If your Ph.D program is at CU Denver, you can live downtown for about $700 month including furnishings, utilities, TV, wifi, etc. at the Auraria Student Lofts. You even get parking.

Also: If you are at CU Denver, your student fees will get you free bus/light rail
