Default Is it a foothill or is it a mountain???

I can't seem to find a clear answer anywhere to this one. Where do the foothills end and the mountains begin? I've heard a few different answers, like the mountains have snow on the tops and the hills don't. I've also heard anywhere west of Idaho springs are mountains. Furthermore, I've been told there are no real "foothills" per se, they are all real mountains. Does anyone have the real answer? Thanks.
