Doesn't sound like a sensible ban. I too hope it gets lifted.

It all comes down to Colorado's water laws. It was determined a while back that rain eventually ends up in a stream which someone else owns the water rights to. Essentially the state decided that collecting rain was essentially stealing potential water from someone else.

It is dumb. Yeah, runoff does end up in streams and rivers but a lot also soaks into the ground. It'll be good to get this ban lifted.
