I recently purchased a Jeep that is not currently working:
1. How do I get an emissions test on it when the closest emissions place is 100 miles away, does anyone have any suggestions? I found some towing quotes and here is one... $100 hook up fee and $5/mile, that comes to $600 one way so that would be $1200 round trip for just a $25 Emissions test.

You don't say where you are located, but if the nearest emissions place is 100 miles away, you are likely in a part of the state that doesn't require it.

Sorry that I forgot that, I'm at Copper Mountain, CO (Summit County). My vehicle is year 1990 and I thought it was a state wide law for vehicles of that year. Also is there a such thing as a mobile emissions testing, where they come to you?

I don’t think Summit County requires emissions tests. You should call the local office.

From https://www.colorado.gov/pacific/dmv/gas-vehicles :

Gas Emissions Program

The full counties of Boulder, Broomfield, Denver, Douglas and Jefferson and portions of Adams, Arapahoe, Larimer, and Weld counties require a passing emission test to register a vehicle. If you are unsure if a test is required in your area, please contact your local county motor vehicle office.

A car club peep had a project car they suddenly got the jesus to work on. He chose to not register the vehicle while it was in his garage for year(s) being worked on. got it road worthy, sold it to a trusted person. Waited till the title cleared and resold ti back to him self and avoided registration emission fees and penalties.
