What is a barometric vent damper and, a minisplint??

I have a swamp cooler that is vented throughout the home (well, except for 1 room. I wonder if I can somehow vent into that room also? HMM!
This same room has something I can't figure out,...there are 2 big vents (one at the bottom of a wall and, one at the top. I'm sure that 1 is a cold air return but, I have no idea what the other is for.

Is a minisplit something to do with venting into another room?
Maybe this would work for me!

Not to divert this too far, but has anyone used a portable swamp cooler before in this area? They look like giant size humidifiers on wheels and seem pretty reasonably priced. I don't like A/C and don't care about making my 2-bedroom apartment colder in the summer, but I need to make it more humid and the little humidifiers that I have are not sufficient.

A minisplit is a refrigerated A/C unit that, like a window unit, is designed primarily to cool one room (though sometimes two), and most importantly doesn't require any ductwork. (If you don't already have ductwork, it's very difficult to add it after the fact). Unlike a window unit, a split unit (of any type) consists of an outdoor portion and an indoor portion, connected by a tube, and some wiring. The tube has to get through the exterior wall, usually through a small hole. Its chief advantage is that you can use it even if you don't have ductwork and a forced-air blower in your house.
