All car dealers sell used cars, and they'll be clean and refurbished. You can also check craigslist.com or autobytel.com to find used cars. But if you buy from an individual, have it checked by a mechanic for any problems first. You also have to make sure the car has a "clean title", the certificate of ownership. The person selling it needs to give you a bill of sale and sign the back of the title over to you. Then you take those two items and a new emissions test certificate to the DMV to pay the tax and purchase license plates.
