Water is only in the canal for a few days to test it, and then from the 1st of May to the 1st of September. The water makes it a lot more iinteresting, but it is a very inefficient source of water for the end user, Fairmount Cemetary. The water is kept in strictly for visual purposes.
Err the canal was built over a 100 years ago for farm irrigation. It is owned and operated by Denver water and terminates up by Green Valley Ranch near DIA.

Default another option

If you are looking for waterfront property in Littleton there is a great unknown neighborhood called the penisula. It is right around the corner from where you are looking now and I know there are houses priced from 500,000 to 1,000,000 depending on your access to the water. It is more of an empty nester neighborhood where all the landscaping is taken care of. Not sure of your situation but i though it was worth mentioning.
