Trust me, it's no breath of fresh air. I would recommend using the light rail if you can instead of driving. A few weeks ago they opened up a new pedestrian bridge connecting the County Line station with the mall. There are no cheap apartments that I know of in that part of town. You'll probably have to look from Hampden northwards. I don't even know if a studio apartment under $400 is even possible? Maybe a jail cell-- I hear those are free?

However with one roommate your share of a 2 bedroom apartment could easily be in that price range. One idea I have for you is look at the Colorado Blvd/ Evans/ I-25 interchange/ light rail station area. There are a bunch of designated low income apartments right by Belaire & Buchtel that are walking distance to the light rail station.
