Default Denver vs Black Hawk Sales tax

Our business has a City & County of Denver Retail tax license. We are a wholesale company and typically sell to sub-contractors. At the present time, we are selling to a company located in Denver, they are purchasing material for a job they are doing in Black Hawk. We invoiced this customer for the material as well as the Denver, State & RTD sales tax. They (the customer) claim they do not have to pay Denver, RTD sales tax because Use Tax has been paid in Black Hawk for this job even though we delivered the material to their facilities in Denver. Question is.........how is correct?
