Question Need Help Finding Apartments

Here's the story...I am trying to help my mom find a place to live. This is has been difficult because she is in a wheelchair. She has a dog, and would like to live near various shops so that she can easily roll to them. So far, the few areas I have looked are either way over priced or a complete ghetto. She can't afford more than $800/mo for an apartment. Anyone have any ideas in terms of neighborhoods or apartment complexes?
