If Detroit fails, then the whole nation fails; if Cleveland fails, then the whole nation fails; if New York City fails, the the whole nation fails; If Los Angeles fails, then the whole nation fails. It should not be city against city, but it should be brother for brother. Detroit hasn't failed, and it will not fail.

Have you never heard of self-fulfilling prophecies? If you beat a a dog long enough and mistreat him, he turns into a bad dog. If you tell a child long enough that he is no-good, he grows up to be no good. If you persist in screaming to the world how terrible a city is, the city has a harder time overcoming that image.

I don't have a problem with media reports that bring attention to an issue that needs to be addressed and can hopefully be solved with thoughtful imput, as long as the report is neutral, balanced, and fair by seeing both sides. Constructive criticisim, no matter how painful, is a good thing, if the outcome is positive. That criticism has to balanced, though, with accolades for things that are changing and efforts that people and organizations are making, even if it is only a new sidewalk along the riverfront. What I have a problem with are people (media, private citizens, etc) who can never say anything nice, and have to sensationalize everything they do say.
