^ I'm wondering why someone would pay $500 and future taxes when they could continue living there for free? Will they be kicked out if they don't sign up?

Yep, anarchy.

911 IS A JOKE

Detroit citizens no longer rely on police as self-defense killings skyrocket

The people of Detroit are taking no prisoners.

Justifiable homicide in the city shot up 79 percent in 2011 from the previous year, as citizens in the long-suffering city armed themselves and took matters into their own hands. The local rate of self-defense killings now stands 2,200 percent above the national average. Residents, unable to rely on a dwindling police force to keep them safe, are fighting back against the criminal scourge on their own. And they’re offering no apologies.

“We got to have a little Old West up here in Detroit. That’s what it’s gonna take,” Detroit resident Julia Brown told The Daily.

Prosecutors said he spent days chasing and harassing the teenagers who were allegedly robbing his mother, even shoving his federally issued firearm into one of their mouths. No one was killed, but by the time he was done, Davis had racked up charges of unlawful imprisonment and assault. In August 2010, he was convicted and sentenced to four years in prison."
This is the problem.

I totally support the citizens of Detroit policing themselves, yet the judicial system would rather punish the victims than the criminals. This seems to happen quite often. My greatest fear with moving to Detroit is not what would happen to me as a victim of crime, but what would happen to me as a "victim of jury".

Kwame Kenyatta concedes, Detroit management completely failed. What next, mandatory garden hoses to fight fires?

Detroit City Councilman Wants Guards at Gas Stations

"....City Councilman Kwame Kenyatta says he's had enough. He wants to pass a law in the city that would force gas station owners to pay for security guards to patrol the pumps at every station."

Wow, gas stations really are dangerous in The D -

Man Shot At Detroit Gas Station, Reportedly Over Price Of Condoms

"He said the customer bought a box of condoms, but made a comment that he was overcharged and could have bought them somewhere else for a cheaper price. After being told he couldn’t get a refund, the customer allegedly began tossing items off the shelves. That’s when, according to the employee, the overnight clerk came out with a gun and fired a warning shot, which struck the customer in the shoulder."

I called 911 from my car one time and the 911 operator called DPD and then came back and said "this is odd. Detroit is not answering." HE then asked me if there was some sort of disaster going on. "No. It is Detroit, they do not always answer 911." He said "That is not possible. They have to answer. I will call them again, hold on . . . .well this is really odd, something must be going on. There is no answer."

"Oh just forget it."

Congress will want this guy to come testify. If he had condom insurance coverage, he would not care about the price for the condoms. They could be $500 and he would be happy, since to him they would be free. In fact, the likely would be $500.

What a sad indictment on the state of affairs in Detroit.
