I expected the cuts to be bad, but will be there anything left to salvage when the smoke clear, or will "Detroit" only exist as the name on the City Charter?

I want to know why a regional authority should take on all of the liabilities of the DWSD AND be forced to pay out tens of millions of dollars to Detroit. We should not have to be liable for Detroit's mistakes.

When you read the article to see what they are complaining about, this quote seems pretty dumb. Reneging on retirement benefits promised that never should of been promised is hardly means the City exists in name only. That is the point of financial management and bankruptcy. The entity cannot make good on its promises and needs to start over with a clean slate. Or at least a manageable slate.
