Every year Detroit observes a special Halloween curfew (October 30 & 31) from 6:00PM-6:00AM. Minors must be accompanied by their parent or guardian (with identification). They can't be accompanied by another adult.

Why can't they be accompanied by another adult?

Maybe because another adult can't be held liable to crimes committed by a minor who they are not parent/guardian of?

Not entirely true.

It depends on the common law in the state that you're in, and also whether or not the parent/guardian gave authorization for another adult to take responsibility of their child.

For example, in some states, if a kid throws rocks and hits someone's car, the adult responsible for the child at that time (babysitter for example) will be held responsible.

The record shows Detroit City Council could try to date a minor. Minors must be protected from, them.
