Default Harper Woods - Detroit City Income Tax?

Is Harper Woods far enough out of metro Detroit that I wouldn't have to pay city income tax?

Harper Woods is a seperate city so I'd think you pay their taxes. But if you work in Detroit, you pay their taxes.
