Default 1st "third world" city?

Niagra has the falls and The Bronx has style, so I wouldnt put them on the list.

There are many crappy "small" cities like those you mention, but Detroit wins the gold because it is a metropolis.

I would say Kansas City and St. Louis are a couple of the worse "third tier" cities.

The "Bronx" ain't a city. It's part of New York City, not it's own city.

The Bronx isn't that bad; don't believe all that you read on the internet.
