I think it's a great idea. The question is will you be able to find people willing to do this IN Detroit? Unfortunately, a lot of people (NOT ALL) in the city of Detroit just don't care.

It would only work if each developed area was a gated island unto itself with its own schools, basic shopping, gas stations, etc. Schools are the most important. I don't think it would work in Detroit due mostly to the cost of obtaining that much contiguous land. Matty Maroun might be able to pull it off as an experiment somewhere, but I doubt he'd be so inclined.
