depends on where the pounds are distributed as to shape. As to under/over, that really depends on your diet, exercise, and overall health. Your DNA is what governs your equilibrium body type. You do not want to force yourself into a shape other than the one given to you by your genes.

You should see a doctor and get a physical. See what they say. Do you eat healthy? Are you active?

Unless you have a large bone structure, I can't imagine that you'd be underweight at your height.

I remember when beauty pageants used to tell height and weight during the swimsuit portion. Most of them were over 5' 10" and always under 120 lb. At that time they all had small frames.

We all carry weight differently, and it's hard to say without seeing you. Who are the "people" who keep telling you? Family? They often don't see you clearly, emotions and expectations get in the way. Doctors? Their assessment would be more impartial and I'd tend to believe them a little more.

How do you feel? Are you bouncy and energetic? If people keep telling you that you "look ill" then it may be about more than your weight. Maybe time to see a doctor?

How does your skin look? Is it glowing and flush with natural color? Greyor dull? That could be a reason people think you look ill. What about your hair? What do you eat?

What do you look like? Do you look soft, lean or bony (visible ribs, extra sharp elbows, visible breast bone). Where is your weight distributed? Pear shaped women can look gaunt above the waist even when they are softer below the waist due to body shape.

If people who love you keep telling you that you look ill, maybe you are ill. It isn't easy to tell a person you love that they look bad. If they are going through the trouble of doing it you should give their thoughts consideration.

Additionally, while your height and weight are in the healthy range that doesn't mean it is a healthy weight for you. It is possible that you weight too little for you. It is also possible that you are ill. We need more information than just your height and weight.
